Plane crashed in the Indian OCean archipelago of Comoros on Tuesday, 150people on board belonging to Yemeni State senior government official said.

We don't know if there are any survivors among the 150 people on the plane," Comoros vice-president Idi Nadhoim told Reuters from the airport at the main island's capital Moroni.

Nadhoim said the accident happened in the early hours of Tuesday, but could not give any more details.

"There is a crash, there is a crash in the sea," said an unnamed official who answered the phone in the Yemenia office in Moroni. He declined further comment.

An airline official in Yemen declined to comment.

Yemenia, which is 51 percent owned by the Yemeni government and 49 percent owned by the Saudi Arabian government, flies to Moroni, according to flight schedules on its Web site.

India Destroyed Chemical Weapons

India has informed the United Nations that it has destroyed its stockpile of chemical weapons in compliance with the international Chemical Weapons Convention.

Having Done this India has become third country after South Korea and Albania to do so.

The government notified the Organisation for the Prohibition of Chemical Weapons (OPCW) on March 26 of the fulfilment of its obligations to 'completely destroy' its declared chemical weapons stockpile.

'In addition, our inspectors confirmed the completion of destruction of the former chemical weapons production facility, which had been temporarily converted for chemical weapons destruction purposes,' he added.

After denying the possession of chemical weapons for years, India in June 1997 declared a stockpile of 1,044 tonnes of sulphur mustard. At that time, less than two percent of the chemical was filled into artillery shells and the remainder was stored in bulk containers.

India's declaration came after the entry into force of the Chemical Weapons Convention (CWC) that created the OPCW. On Jan 14, 1993 India become an original signatory to the CWC.

'I wish to sincerely, warmly, and emphatically congratulate India on this laudable achievement, which is the result of a consistent and unwavering commitment shown by India since entry into force of the Convention. This attainment further strengthens the Convention as an effective instrument for promoting the objectives of peace and security,' Pfirter said.

The Chemical Weapons Convention divides toxic chemicals and precursors that could be used as chemical weapons or that could be used in the manufacture of chemical weapons into three categories.

Category two chemicals are primarily precursors to category one chemicals, and most have some industrial uses.

Chemicals in the third category are produced in large quantities commercially but in some cases were used as chemical warfare agents and can also serve as precursors to category one or two chemicals.

According to a report in The Times, a team led by Jay Farihi, of the University of Leicester, UK, did the research. A research into dying stars that once blazed as brightly as the Sun has revealed a glimpse of the 'end of the world', which awaits the Earth billions of years from now.

The research suggests millions of other solar systems have endured the destiny predicted for the Earth when the Sun dies.

When stars like the Sun die, they swell into red giants.

When the process begins for the Sun in approximately 4 billion years, it will fill much of the inner solar system; most calculations suggest the Earth will be engulfed.

Once red giants burn themselves out, they collapse into much smaller bodies, known as white dwarfs.

These dying stars no longer sustain themselves with nuclear fusion, and glow only because of their residual heat as they cool over billions of years.

Girl Dies Punished by Teacher

In New Delhi (India) Shannoo Khan was punished by teacher made to stand in the sun for over two hours, died at a hospital here on Friday.

Shannoo Khan wasa student of Class two at the ND Primary School in Narela, North Delhi.

The incident allegedly occurred on Thursday when Shannoo failed to recite the English alphabet in class. Angered by this, the teacher allegedly hit Shannoo's head against the table and made her stand in the sun for over two hours. Unable to stand the heat, Shannoo fainted and was found unconscious by her younger sister, who studies in the same school.

The girl then informed their mother, Rihanna, who rushed Shannoo to Maharshi Valmiki Hospital. Shannoo's father, Ayub Khan, who works as a waiter in a catering company, was away in Haryana for work.

Meanwhile Shannoo khan was undergoing treatment for "ventilatory failure" in the intensive care unit (ICU) of the Lok Nayak Hospital.

Dr. A. P. Dubey, head of the department, pediatrics, Lok Nayak Hospital said "She was brought to our hospital in a critical condition. We have examined the child and her blood pressure is very low due to which she remains in a state of shock. Her pulse is very weak too. She is on a ventilator and we can comment on her condition only tomorrow,"

Earlier in the day, the Delhi Government and the Centre promised they would take strict action against those involved in the incident.

Union Minister for Women and Child Welfare Renuka Chowdhury promised justice would be done.

The principal and the teacher have been suspended.

Teacher Rapes Six Girls In Shimla

Teacher Rapes Six Girls In Shimla Police on Wednesday arrested the principal and three teachers of a rehabilitation centre for disabled children in Shimla on charges of raping six inmates, including four minors.

The police swooped on the Rehabilitation Centre for the Deaf and Dumb and Mentally Retarded Children at Totu, a Shimla suburb, on Wednesday morning after they were tipped off by the Criminal Investigation Department.

A partially hearing impaired girl, a day scholar at the co-education centre, got to know about the sexual abuse through the victims, and she informed her family and the word spread.

Five of the six victims, aged between 13 and 21, are hearing and speech impaired, while one is mentally challenged. Five of the girls are from Shimla district and one is from Solan. They all come from poor families.

Principal and coordinator Vijay, who only uses only one name, teachers Amarjeet Singh and Dinesh Kumar were arrested from the centre. Another teacher, Vinod Kumar, was arrested from Sarkaghat, 200 km from Shimla.

District police chief R.M. Sharma said the medical examination of the girls was being done and forensics were gathering evidence.

Though the victims had not informed the centre’s owner, Komal, who only uses one name and is Vijay’s sister, or their parents as they had been threatened into silence by the accused, the police said the girls had been sexually exploited for a year.

“Vinod used to call me to his room, which is next to the room the girls sleep in, in the night on the pretext of fetching water for him. Then he would strip me and ask me to lie down. He asked me to keep quiet, every time he did that to me, and said if I would tell anyone, he would beat me up,” one of the victims, who is 15 and mentally challenged, told HT.

While she was the only one who could put words to the ordeal, the other girls did point fingers at their teachers. The centre has 27 inmates, all but three are boarders and 12 are boys. Parents of some of the victims, who reached Shimla, were yet to come to terms with their daughters’ ordeal. “I do not know. I’ll see, what to do,” said the father of one.

“I never got to know about it. Nobody told me,” said Komal. She said they didn’t have the funds to have a separate complex for girls, or pay security staff. All the 12 inmates were shifted to a Nari Niketan in Mashobra, 15 km from Shimla, the police said.

The centre is housed in a three-storeyed building. Inmates and the four male teachers share the accommodation. District Welfare Officer, Khem Chand, shrugged off responsibility, saying, “I have joined here recently… don’t have the staff or a vehicle to carry out check.”

The Sri Lankan team had stepped in after the Indian government had barred the Indian team from touring Pakistan after the terror attack in Mumbai.

Terror struck at the heart of cricket when masked gunmen attacked the bus carrying the Sri Lankan cricket team to the Gaddafi Stadium in Lahore. Five cricketers, including Mahela Jayawardene, the Sri Lankan captain, and his deputy Kumar Sangakkara, received minor injuries. The attack also left six security men and two civilians dead.

There have been terror strikes on the peripheries of cricket, but this is the first time players have been directly targeted. The Sri Lankans were on their way to the Gaddafi Stadium when their bus was attacked by five armed terrorists near Liberty market. Habibur Rehman, chief commissioner of police, said 12 masked terrorists fired at the Sri Lankan team bus. The gunmen shot at the wheels of the bus and also injured the driver. A grenade was also thrown at the bus but it missed. The others players injured are Ajantha Mendis, Thilan Samaraweera and Tharanga Paranavitana.

"The bus came under attack as we were driving to the stadium, the gunmen targeted the wheels of the bus first and then the bus," Mahela Jayawardene told Cricinfo. "We all dived to the floor to take cover. About five players have been injured and also Paul Farbrace [a member of the support staff], but most of the injuries appear to be minor at this stage and caused by debris."

Sri Lanka's sports minister Gamini Lokuge said Farbrace and Samaraweera were hospitalised while the others have been discharged. "Mahela and the other three had very minor injuries and they have already reached their hotel," Lokuge said.

Sri Lanka, Sanath Jayasuriya said "extremely unfortunate incident. "We've never had this kind of problem," Jayasuriya told CNN-IBN. "They are all safe, that's the good news I got when I spoke to Kumar. I don't they they'll stay back and play. I think they will come back as soon as possible. Depends on the injuries."

Chief Election Commissioner N. Gopalaswami said that 124 Lok Sabha constituencies would go to the polls April 16, followed by 141 on April 23, 107 on April 30, 85 on May 7 and 86 constituencies on the final day on May 13.

Gopalaswami said elections to the Andhra Pradesh, Orissa and Sikkim assemblies would also take place simultaneously. State by-elections would also be held in Mizoram, Jharkhand and Karnataka (one seat each) and Nagaland (four seats).

The Lok Sabha election, the biggest such exercise in the world, will cost a whopping Rs.10,000 crore (Rs.100 billion), said a study by Centre for Media Studies.

Maharashtra and West Bengal would undergo polling over three phases. Eight states - Andhra Pradesh, Assam, Jharkhand, Karnataka, Madhya Pradesh, Manipur, Orissa and Punjab - would witness voting over two phases. Fifteen states would end the exercise within a day.

Troubled Jammu and Kashmir as well as Uttar Pradesh, India's most populous state, would see polling spread over five phases while Bihar would have four rounds of balloting.

There are 412 general category seats.

Monday's announcement comes a day after President Pratibha Patil rejected Gopalaswami's controversial suggestion to sack Election Commissioner Navin Chawla from the poll panel on grounds that he was biased. Chawla will take over from Gopalaswami when he retires.

The rat, which weighed six pounds and had a 12-inch tail, was caught at the weekend in a residential area of Fuzhou, a city of six million people on China's south coast.

The ratcatcher, Mr Xian, said he swooped for the rodent after seeing a big crowd of people surrounding it on the street.

After catching the Giant Rat He told local Chinese newspapers that he thought the rat might be a valuable specimen, or a rare species, and had to muster up his courage before grabbing its tail and picking it up by the scruff of its neck.

"I did it, I caught a rat the size of a cat!" he shouted out afterwards, according to the reports. Mr Xian is believed to still be in possession of the animal, after stuffing into a bag and departing the scene.

Chinese bamboo rats rarely grow beyond ten inches and are found throughout southern China, northern Burma and Vietnam.

However, the Sumatra bamboo rat, usually found in the south-western Chinese province of Yunnan and in the Malay Peninsula can grow up to 30 inches long, including tail, and can weigh up to eight pounds.

All bamboo rats are slow-moving and usually spend their time in underground burrows, feeding on bamboo. Chinese bamboo rats are often sold for meat in Chinese markets.

The largest rats in the world are thought to be African giant pouched rats, which can grow up to 36 inches in length.

A three-member Mumbai police team headed by Deputy Inspector General of Police Deven Bharti left for Mumbai Wednesday with details of how the Mumbai attackers kept in touch with their Lashkar-e-Taiba (LeT) masters in Karachi.

The US investigating agency charged with protecting the US against terrorist and foreign intelligence threats provided India details of calls made through the Voice over Internet Protocol (VoIP), a satellite phone as also documents relating to the Global Positioning System used by the terrorists while sailing from Karachi.

Bullets used by the terrorists in Mumbai was also a part of the evidence collected from FBI by Mumbai Police.

The evidence from FBI is expected to make the case against the terrorists water-tight and nail Islamabad's claims that the conspiracy behind the Nov 26 attacks was not hatched in Pakistan alone.

India had sought the US help in analysing the evidence under their Mutual Legal Assistance Treaty (MLAT) that came into effect in December 2005.

Pakistan government striking a deal with the Taliban in Swat valley and neighbouring areas, India and the US on Monday discussed the danger posed by the militia and agreed to intensify efforts to combat the "common" regional threat of terrorism.

US special representative for Pakistan and Afghanistan Richard Holbrooke held talks with External Affairs Minister Pranab Mukherjee and underlined that that Taliban operating out of Swat region posed a "direct threat" to India, Pakistan and Afghanistan.

Although New Delhi did not publicly comment on "internal developments" in Pakistan, officials who did not wish to be named said India agreed with the US perception that such developments have the potential to impact the security of neighbouring countries as well.

Besides, the railways will use its internal resources of Rs 25,000 crore to upgrade existing projects.

Mustafa Abu al-Yazid, said to be the Al Qaeda's military commander in Afghanistan and believed to have been killed in a US drone strike in August 2008, warned in a video in Arabic sent to the BBC in Islamabad that India 'will have to pay a heavy price if it tried to attack Pakistan'.

He had last year claimed that Al Qaeda was responsible for the assassination of Benazir Bhutto.

Yazid says: 'The Mujahideen will send your armies into the ground, like they did to the Russians in Afghanistan.'

Yazid, who is said to be ranked behind Ayman Al Zawahiri in the organisation, also called upon the people of Pakistan to rise and overthrow the present government and president, BBC reported.

Obama has already had his setbacks. He lost Bill Richardson whom he had wanted as Commerce Secretary before taking office. His nomination for Treasury Secretary Tim Geithner just managed to get his nomination through confessing to some tax payment lapses. Now he has lost Tom Daschle. Yet he has proved his point that his insistence on clean politics is real. Daschle had paid up his tax but in arrears. He had to withdraw from his nomination for that fault. The scrutiny that Cabinet nominees go through in the US is exemplary. How many countries can boast of that level of transparency?

Obama has already tasted opposition.The problem is that the recession is proving to be much tougher than anyone expected even three months ago. Despite hundreds of billions spent in recapitalising the banks, credit is still frozen. Cutting interest rates as the Fed has done aggressively is not restoring the confidence in the banking system, which has seized up. Somehow Obama has not altered the climate as FDR did in 1933 by his bold Inauguration Address. Obama disappointed in his address by being low key and long winded. Some green issues apart, the address lacked real punch.

Obama still has seventy per cent support, which is a record even for a new President. He has the goodwill, and his wife Michelle is proving to be an asset.

This will be the test. If he stands up to Congress then he will make his mark globally. The US has to stay on the side of free trade. For ten years the US has run a large deficit but imported freely from Asia, which has sustained a long boom. Now the need is to revive the spending and let the world know that all can gain by keeping the system open. There is after all still the task of fixing the international trade and finance architecture. If US goes isolationist or protectionist, then the recession will become a long Depression.

Obama has raised expectations among the poorest and the most deprived around the world. But he can only deliver on his promises if he can stand up for certain core principles. It is best to face up to a challenge at the outset while he is still popular. Every week that goes by will make his task more, not less difficult. He talked of the audacity of hope. It is audacity, which is now called for if he is to give hope to all.

One question is being asked again and again. Here is a man who was not from the Establishment. Can he work the system, roll with the punches and still come out on the top like Bill Clinton or John Kennedy? Or will he be like Jimmy Carter-an idealist who was also naïve and failed to break the Washington DC world. Being a nice man is not enough in politics anywhere; in American politics, it could be a positive disadvantage.

Train Hijacked from Delhi to Kanpur, Two drivers not authorised to drive high speed trains 'hijacked' one from New Delhi to Kanpur on Wednesday night, their colleagues originally assigned to take the train to Ranchi told presspersons.

The driver and his co-driver stopped the authorised drivers from entering the engine cabin and drove off in what appears to be some kind of rivalry between drivers of different divisions of the railways.

The Ranchi-bound Gareeb Rath Express, which can reach a maximum speed of 130 km/hr, was driven 400 km to Kanpur by Harswarup, who is certified to drive trains not capable of exceeding 110 km/hr. Not only this, his co-driver, Rameshwar, too is not certified to drive a train like the Gareeb Rath, said the authorised drivers Shafi Ahmed and Manoj.

However, A.S. Negi, PRO of Northern Railways, claimed the two drivers were certified to drive the train. Harswarup and Rameshwar belong to Northern Railways, while Ahmed and Manoj are from North Central Railways.

Railway officials said trains such as the Rajdhani Express, Shatabdi Express and Gareeb Rath Express are capable of touching 130 km/hr.

The Gareeb Rath, with nearly 1,300 passengers, was taken safely to Ranchi by another crew, railway officials told HT. Amit Malviya, PRO of North Central Railways said, "The two other drivers were deployed by the drivers' lobby under Northern Railways that led to the misunderstanding among the drivers.".
